Here's an idea that I got from the December issue of Better Homes & Gardens. To be extra thrifty, instead of using tissue paper, why not fill bags and boxes with your shredded bills & credit card offers that we get on an almost daily basis? You could also do this rather than using packing peanuts if you're shipping your gifts. It's totally cute, I've done it myself, and what a way to get use of something totally useless!
